Yes, Google Sites is completely free with your personal Google account. G Suite subscribers also have access to Google Sites.

How does Google Sites work?

Google Sites is similar to Google Docs and Google Sheets, so you’ll access your site through your Google Drive. You use a simple website editor to add content blocks and customize fonts and color. You can also add content or files from many other Google properties and apps, such as YouTube, Calendar, Forms, and more. Once you publish, you can make your website publicly accessible and searchable online, or you can restrict access to certain email addresses.

Is Google Sites secure?

Yes. Google Sites is a secure platform. Your site is hosted by default on the secure sites.google.com subdomain, although you do have the option to add up to five custom URLs. As with most Google apps, you also have full control over who can view or edit your site by restricting access to only the people you designate.

Can you use Google Sites with a personal Google account?  

Yes. The new Google Sites is available with any personal Google account and connects to any other Google apps you use with that account. The old version of Google Sites, known as classic Google Sites, is only available to G Suite subscribers and is being phased out by Google.
